The following regulations were issued by the Maritime Office of
Szczecin:

Rules of Vessel Traffic
Reporting system
- Compulsory reporting is required for the following vessels bound for
Szczecin-¦winouj¶cie Stepnica, Trzebie¿ or Police:
- vessels of over 150 GRT,
- any vessel which through exceptional circumstances, creates
a threat for shipping or for the natural environment.
- Reports should be made to the ¦winouj¶cie Traffic on VHF Channel 12 or
by telephone 2 hours before pilot boarding or 15 min. before entrance
VTS.
- The report should comprise:
- area for thevessels does not request a pilot,
- vessel's name and call sign and dimentions,
- date and time of report,
- vessel's position,
- other information (type and amount of cargo, draught, any
deficiencies).
- All vessels transiting ¦winouj¶cie-Szczecin waterways shoul inform the
appropriate Traffic Center on VHF Ch 12 of their intention to
enter or leave the faiways, report should be made to theTraffic ¦winouj¶cie
(for the area between the sea anchorages and the Faiway Gate I) (CH 12)
or in Szczecin (for the area fron and including the port of Szczecin to
the Faiway Gate I) (CH 69).
- Vessels should also report on VHF Ch 12 to the appropriate Traffic Center
when passing the following (see the enclosed map):

- In the ¦winouj¶cie VTS area, vessels approaching ferry service terminals
should send on the VHF working channel a warning addressed to the fer-ries,
when passing the following posi-tions:
- Vessels proceeding from seaward towards Zalew Szczeciñski:
- abeam the ¦winouj¶cie lighthouse , in order to warn local ferries at ¦winouj¶cie
- a message addressing lo-cal ferries at ¦winouj¶cie, VHF CH 12,
- abeam the channel Mulnik, in order to warn Karsibór service ferries, VHF
CH 12
- Vessels proceeding from Zalew Szczeciñski seaward:
- abeam the rear beacon of Paprotno leading marks, in order to warn Karsibór
service ferries - a message ad-dressing Karsibór service ferries, VHF CH

- abeam the Mielin N light , in order to warn local ferries at ¦winouj¶cie
- a message addressing local ferries at ¦winouj¶cie, VHF CH 12
- In the Szczecin VTS area, vessels approaching the ¦winouj¶cie-Szczecin
fairway from directions outside VTS coverage should send on the VHF working
channel of the VTS a warning message directed to all vessels, while passing
the following positions:
- Vessels proceeding from the sea:
- abeam Dock no 5 in order to warn craft in Kana³ Grabowski and Prze-kop
Mieleñski, VHF CH 69
- abeam the River Dunczyca in Przekop Mieleñski, in order to warn craft
in Basen Górniczy, VHF CH 69
- Vessels proceeding seaward:
- abeam CPN3 Quay, in order to warn craft approaching or manoeuvring in
Basen Górniczy, VHF CH 69
- abeam Zbo¿owe Quay, in order to warn craft approaching Orli Przesmyk,
VHF CH 69
- abeam Pla¿a Mieleñska, in order to warn craft aproaching Orli Przes-myk,
VHF CH 69
- abeam D±browieckie Quay, in order to warn craft approaching or manoeu-vring
in Basen Górniczy, VHF CH 69
- Vessels approaching the intersection (53°26'-7N, 14°35'-8E) of the Mielenski
Cutting (Przekop Mieleñski) and Grabowski Canal (Kana³ Grabowski) should
make a general call on VHF Channel 12 stating which direction they intend
to turn.
Navigation on the Szczecin-¦winouj¶cie Fairway
- Vessels allowed to enter or leave port ¦winouj¶cie are those with length
not exceeding 240 m and draught of up to 12.80 m.
- Vessels allowed to enter or leave port Szczecin are those:
with length of up to 215 m in any case,
with maximum allowable draught of 9.15 m and length not exceeding 160 m.
- Vessels are not allowed to cross the boundary line of Basen Wêglowy in
¦winouj¶cie (the straight line connecting the N point of the Kosa Peninsula
and NE point of the Zielina Peninsula).
- Draught limits for vessels with length exceeding 160 m are given in the
following table:

- Vessels with length exceeding 180 m or draught exceeding 9.00 m are allowed
to navigate only in the day-time and with a visibility of at least 2 miles.
- Under special consideration, Harbour Masters may give permission for navigation
of vessels with length and draught greater then those specified above.
- Overtaking is allowed only on the following fairway sections:
- from Karsibór (10.0 km) to the N point of the Che³minek Island,
- from beacon Mañków Dolna to beacon Ina-S
for vessels which have draught not greater then 5.50 and their difference
in speed is considerable.
- Two-way traffic is allowed on certain fairway sections, but the following
conditions must be met:

Information Service
Information about Traffic movements on the Szczecin-¦winouj¶cie
Fairway canbe obtined VHF Channel as fol-lows: ¦winouj¶cie CH 12, Szczecin CH
69
Warnings and navigational informa-tion are broadcast on VHF Channel 69 by Szczecin
Traffic at 0533, 1133, 1733, 2333 LT.
VTS- ¦winouj¶cie area are transmited on working Channel 12 half an hour later
then the navigational transmission of VTS Szczecin.
- On the routes:
- from anchorage to the port ¦winouj¶cie and within the port area (all
vessels above 176m in length or of draught in excess of 9.15 m),
- from the beam of the N point of the Kosa Peninsula in ¦winouj¶cie
to the port Szczecin (all vessels above 160 m in length or of draught
in excess of 7.40 m), are to show lights and signals according to the
COLREG 1972, prescribed to vessels limited in their draught.
- A hydrofoil craft in air-born sailing, passing the main fairway ¦winouj¶cie-Szczecin
is to show, besides the signals according to COLREG 1972, a yellow flashing
light, completely visible from all directions.
Sound signals and radio information
Vessels approaching the intersection of Przekop Mieleñski
with Kana³ Grabowski are obligated to make the appropriate sound signals,
i.e. one long blast (-) with the intent to alter its course to starboard or
two long blasts (- -) if its intent is to alter its course to port.
Besides that, the vessels are to inform other vessels by on VHF
Channel 12 about their intention to alter course.
Pilotage
- Pilotage is compulsory for vessels over 40 m LOA and is available 24h.
- Pilot boards in the port anchorages.
Pilot ordering by the vessel coming from open sea to ports: ¦winoujscie,
Szczecin, Police and other ports within the area of Zalew Szczeciñski, are
to call to the Pilot Station at least 4 hours before reaching the anchorage.
Pilots are to board vessels at the anchorages north of the entrance to ¦winouj¶cie:
- anchorage no 3:
vessels with draught > 11.0 m (including vessels carrying dangerous
cargoes),
- anchorage no 2:
vessels with draught > 7.00 m and vessels carrying dangerous cargoes
with a draught <= 11 m,
- anchorage no 1:
all other vessels.
- The same obligations apply to vessels coming from the Polish-German border
within Zalew Szczeciñski and going to Polish ports. In this case pilots
board vessels at the buoy TW-1 near Fairway Gate II.
- Pilot ordering by vessels leaving the port are to call to the Pilot Station
at least 2 hours before the vessel's departure.
- Passenger vessels are obliged to use a pilot service regardless of their
length, unless the captain of the vessel has been guaranteed special permission,
issued by the Maritime Office in Szczecin, for navigation without the pilot
support.
- Vessels with length exceeding 160 m, while entering the port of Szczecin,
are obliged to use the harbour pilot service.
- Vessels with length exceeding 100 m, arriving at the port of ¦winouj¶cie
from the port of Szczecin, are obliged to use the harbour pilot service.
- Vessels arriving at the port of ¦winouj¶cie, which are to be accommodated
in Basen Rybacki, are obliged to use the harbour pilot service regardless
of their length.
- The location for changing pilots is the N point of the Mielin Island,
between 5th and 6th km of the fairway ¦winouj¶cie-Szczecin.
Towage
Within the area of Szczecin
- Vessels of length not exceeding 120 m are to use a tugs assistance for
entrance to Przekop Mieleñski (at the beam of the ¦wiêta River) to the place
of accommodation, or back.
- Vessels with length exceeding 120 m are obliged to use a tugs assistance
on the route from the S point of the ¯urawia Island to the place of accommodation,
or back.
- Vessels going to the quays of Stocznia Szczeciñska SA, Szczeciñska Stocznia
Remontowa "Gryfia", or to the quays located at the Odra River
between the ¯urawia and Dolno-Okrêtowa Islands, are to use a tugs assistance
on the route from the S point of the ¯urawia Island to the place of accommodation.
- Required number of tugs for towing in the port Szczecin is given in the
following table:

those imposed in port Szczecin.In the Port of Police the towage
regulations are the same as those imposed in port Szczecin.
Within the area of ¦winouj¶cie
- Vessels with length not exceeding 100 m are to use a tugs assistance for
a distance of 1500 m from the place of accommodation, or vice versa.
- Vessels with length exceeding 100 m, but less than 150 m
approaching the port from the open sea, are to use a tugs assistance on
the route from the east head of port breakwaters to the place of accommodation,
or vice versa,
approaching the port from Zalew Szczeciñski, are to use a tugs assistance
from the 8th km of the fairway ¦winouj¶cie-Szczecin.
- Vessels with length exceeding 150 m
approaching the port from the open sea, are to use a tugs assistance from
the point 2 miles ahead of the east head of port breakwaters to the place
of accommodation,
approaching the port from Zalew Szczeciñski, are to use a tugs assistance
from the 8th kilometer of the fairway ¦winouj¶cie-Szczecin.
- The required number of tugs for towing in the port ¦winouj¶cie are given
in the following table:

goods of IMO classes 1, 2 & 3 additional tug`s assistance.
Within the area of the fairway Szczecin-¦winouj¶cie
- By the Harbour Master's decision, vessels must use a tugs assistance on
the entire length of the fairway of ¦winouj¶cie-Szczecin, if it is necessary
for safe navigation.
- Towing of
- empty vessels is allowed with a wind force of no more than 6 oB ,
- empty vessels without their own propulsion are allowed at wind force of
up to 5 oB.
Within the inner area of port ¦winouj¶cie, the towing of empty vessels is
allowed at wind force of up to 7 oB and 6 oB respectively. Empty vessel
means the vessel loaded up to 50% of its deadweight (DWAT) capacity.
- Large towing complexes (like tug with a barge of over 2000 DWT) going
from anchorage to port Szczecin, or vice versa, must use the assistance
of one additional tug, operating at the stern of the towed vessel, on the
routes:
- from the anchorage to Brama Torowa No 1,
- in port Szczecin, starting at the beam of Huta Szczecin.
Those complexes which are to enter Basen Notecki and Regalica, must use
assistance of an additional tug with at least 1.000 horse-power. Entering
or leaving the port by those complexes is to be performed in the day-time
only, with good visibility, and with a wind force of no more than 6 oB.
Mooring
- All vessels with length exceeding 40 m are obliged to use the boatmen
service.
- For mooring operations and for vessels with try or for request of capitan
motorboats are to be supplied.
- In the case of mooring or unmooring with dolphins, mooring motorboats
are to be used regardless of the size of the vessel.
- In the case of mooring or unmooring a vessel without its own propulsion
which has difficulty in manoeuvring, the numbers of linesmen and mooring
motorboats are determined by the Harbour Master's Office.
- The required number of linesmen, depending on vessel's size, is given
in the following table:
